What Is the Local Law 152 Inspection Process?
NYC Local Law 152 requires periodic inspections of building gas piping systems to improve safety and identify hazardous conditions.
Understanding the inspection process helps building owners and property managers:
- Prepare properly
- Avoid delays
- Stay compliant
- Prevent violations
Step 1: Confirm Your Building’s Inspection Deadline
Before scheduling an inspection, it’s important to determine:
- Your building’s community district
- Assigned subcycle
- Filing deadline
This ensures your inspection is completed within the proper compliance window.

Step 2: Schedule Your Inspection
Once your deadline is confirmed:
- Building access is coordinated and confirmed*
- Inspection is scheduled
- DOB 2 DAY advance notification requirements are addressed
*This may include access to:
- Basements
- Mechanical rooms
- Boiler rooms
- Hallways & common areas
- Commercial tenant spaces where required
Step 3: The Physical Inspection
A qualified Licensed Master Plumber or properly credentialed inspector performs the inspection.
The inspection includes:
- Visual inspection of the gas service point of entry and all exposed gas piping
- Leak survey using approved gas detection equipment
- Identification of corrosion or deterioration
- Review of non code installations which in many cases can remain as is
- Assessment of other areas with gas utilization equipment, such as the roof.
Are Apartments or Tenant Spaces Inspected?
Residential apartments:
Excluded unless access to such space is required to inspect the gas service point of entry.
Commercial spaces:
Included if:
- Exposed gas piping to gas utilization equipment is present
Step 4: Inspection Findings (GPS1 Report)
After the inspection, you receive a GPS1 report documenting:
- Inspection completion
- Areas inspected
- Conditions observed
- Required corrections (if any)
This report must be delivered within 30 days of the date of inspection.

Step 5: GPS2 Filing With DOB
Once the inspection is complete:
- GPS2 certification must be filed with DOB within 60 days
- Filing confirms compliance status
- DOB tracks this filing for enforcement
Without a properly filed GPS2, your building may still receive a Failure to File violation.

Step 6: Repairs or Corrections (If Needed)
If unsafe or hazardous conditions are found:
- Repairs must be completed within DOB timelines of 120 days or 180 days from the date of the inspection.
- Follow-up GPS2 certification is required
- Extensions may be available in certain cases
Possible Inspection Outcomes
1. Fully Compliant
No unsafe conditions found.
2. Conditions Requiring Correction
Issues must be repaired or noted that can remain as is.
3. Imminently Unsafe or Hazardous Conditions
Immediate action required for a gas leak or stage 3 to 4 pipe corrosion.
