Local Law 152 Filings Have Moved to DOB NOW: Safety – What Building Owners Need to Know
As of July 27, 2026, all Local Law 152 certifications and related filings must be submitted through DOB NOW: Safety. The NYC Department of Buildings’ previous standalone online portal for Local Law 152 filings closed permanently on July 24, 2026.

What changed?
- The old filing portal is gone.
- Filing fees are now charged at the time of submission.
- GPS1 forms are no longer in use and GPS2 forms are no longer used as part of the filing process.
What moved to DOB NOW: Safety
The NYC DOB confirmed via Service Notice Follow-up #8 (July 8, 2026) that the following transactions are now processed exclusively through DOB NOW: Safety:
- Initial certification
- Certification of correction
- Extension requests
- Property verification requests
- Inspection notification and cancellation
- Unsafe or hazardous conditions notification
- Civil penalty challenge and waiver requests
All filings go through DOB NOW: Safety from this point forward. The paper GPS1 and GPS2 forms are no longer required for any submission.
Also new: The DOB NOW public portal now includes an LL152 Gas Piping System Compliance search tool. Building owners can enter their address to see if and when building is required to comply with Local Law 152. If the address is found, the result shows the Community District and compliance deadline. If not found, the building is likely exempt.

The complete filing fee schedule
With the move to DOB NOW: Safety, all LL152 filings now require a fee payment at the time of submission for private building owners. Here is the complete fee schedule as confirmed by the DOB’s July 2026 training materials:

All fees apply per Building Identification Number. A property with multiple BINs is charged separately for each one.
The most expensive filings are for no-gas buildings. Many owners assume buildings with no gas are simpler and cheaper to handle. Under the new fee structure, the opposite is true. A building with gas piping but no active gas service pays $480 per BIN and must certify again every 4 year cycle. A building with no gas piping at all pays $375 per BIN, and this is a one-time filing that doesn’t need to be repeated each cycle. For a property with four BINs in either category, that’s 1,500–1,920 in filing fees alone.
Note: These fees apply to private owners only. Government-owned, NYCHA, DOE, and Parks Department properties are treated differently.
Filings submitted through the old portal before July 24 are not subject to the new fees. Fees apply only to filings made through DOB NOW: Safety from July 27 onward.
What this means for Sub-cycle C buildings
Buildings in Cycle 2, Sub-cycle C, Community Districts 4, 6, 8, 9, and 16, are due by December 31, 2026. If your initial GPS2 certification was not submitted through the old portal before it closed on July 24, it must now be filed through DOB NOW: Safety.
One exception to be aware of: If a building previously submitted a GPS2 indicating that additional time was needed to correct conditions, and the follow up GPS2 confirming that those corrections were completed was not submitted by July 24, 2026, that correction filing will not be handled through DOB NOW at this time. DOB has indicated that separate instructions for this specific situation will be provided in a future Service Update. We will share that guidance with our clients as soon as it becomes available.
How the inspection and filing process works in DOB NOW
- The inspection entity establishes the DOB NOW filing by originating the required two day advance notification.
- After the inspection is completed, the inspection entity completes the Initial Certification in DOB NOW.
- The inspection entity then attests to the accuracy of the information entered.
- The owner, or authorized representative, must then log in to DOB NOW using their own username and password, attest to the accuracy of the information, and pay the applicable DOB filing fee.
- If the filing indicates that no corrections are required, this completes the process. All stakeholders will receive a confirmation email indicating that the filing has been accepted.
- If corrections are required, the corrections must be completed within the applicable correction period, including any approved extension. The inspection entity must then return to DOB NOW and complete the Final Certification. Both the inspection entity and the owner, or authorized representative, must attest to the accuracy of the information, and the applicable DOB filing fee must be paid. Once completed, all stakeholders will receive a confirmation email indicating that the filing has been accepted.
Challenges and waivers are now in DOB NOW too
If you’ve received a Local Law 152 violation, you can now submit a civil penalty challenge or waiver request directly through DOB NOW: Safety by choosing “Violations and Notices of Deficiency”.

Why the provider you use now matters more than ever
The migration to DOB NOW: Safety is a meaningful change in how compliance providers operate. It requires familiarity with a new platform, new filing workflows, new attestation requirements, and new fee payment processes. Providers who haven’t prepared for the transition may face delays, errors, or failed submissions.

Free DOB NOW training is available
The NYC DOB is offering free training sessions to explain the new process and demonstrate how to navigate gas piping submissions in DOB NOW: Safety. Training materials, user manuals, and training videos are available at nyc.gov/dobnowtraining. This training is primarily aimed at Licensed Master Plumbers and compliance providers.
What to do now
- In Sub-cycle C (CD 4, 6, 8, 9, or 16)? Your December 31, 2026 deadline is approaching. With the new system now live and filing fees in effect, schedule your inspection and get the process completed NOW, not Q4 when inspectors book up and scheduling gets tight.
- Have a pending corrections filing? Wait for the DOB’s separate instructions, or contact us and we’ll advise based on your specific situation.
